This article explains how to modify PDFs and photographs of text in Google Docs.
Hint: (Note that formatting may be lost when using this process. The best practice is to always keep an editable version of your document such as a Word document.)

Steps
How to Import PDFs or Photos to Google Docs

Go to Google Drive and find or upload the image/PDF that you would like to open in Docs.

Right click on the desired file and select Open With Google Docs.

This will convert the PDF into an editable Google Document, or if done with an image will intelligently convert any written text into editable text.

From here, if an image was converted to Google Doc form, it will be editable just like any other document.

The document will automatically save, but to get the most recent version in PDF form select File > Download > PDF.
